Logical resource name for dynamo GSI alarms only contains tablename

This means only the last GSI alarm applied actually gets created

When changing the logical name we will also need to update the alarm name (adding a temp. suffix or something) - otherwise we will get conflicts where CloudFormation tries to create a duplicate alarm with the same name (under a different logical name) before removing the old one.
