Describe the bug

It looks like it's not possible to open JupyterLab from Notebook v7, using the latest main.

To Reproduce
Steps to reproduce the behavior:

  1. Open https://mybinder.org/v2/gh/jupyter/notebook/main?urlpath=tree
  2. Click on View > Open JupyterLab
fail-open-lab.mp4

Expected behavior

JupyterLab should open just like before.

We should add a new UI test to make sure JupyterLab can be opened, and the web page displayed correctly.

Similar to the smoke test in https://github.com/jupyter/notebook/blob/main/ui-tests/test/smoke.spec.ts
