Each icon file contains some number of frames. A frame is a bitmap that is rendered at a particular size and color depth. For example, one ICO file might contain the same image, rendered at 16x16 and 32x32 pixel sizes.
You will receive error ICO200 if the icon file contains exactly zero frames. Although perhaps this is not an illegal ICO file, per se, it is definitely a useless ICO file. It's like a book with no pages, or a pizza with no toppings. Without any frames, there's nothing to display on the screen.
The IcoTools suite can create ICO files with zero frames, e.g., by using IcoCut to remove the last frame from the file. At that point, we would expect that you add in new frames, or just delete the file.
