The 30 second timeout for identical messages (that seems to be always in effect) is annoying, but can easily be avoided by adding a space at the end of the message (commands still count as such with additional spaces).
An option for the script to automatically add spaces at the end of a message when the 30 second timeout is still active should be easy to implement.
The question is, should this be in the chat filter have such a feature or would that not really fir in the theme?

I don't like the idea of adding features that let chat filter users spam faster than regular users. In fact, I think this should be reported as a bug to the TPP streamer. Tell him to either ignore commands with extra spaces or get rid of the "repeated message" slowmode and just keep the 5 second one.
I agree. I'd like to keep the chat filter as a value-add thing, not an exploitative one. Besides, such an implementation would be a waste of time once the streamer caught on and patched his own bug.
I'll try to message the creator of the stream so he can patch his program.
