Why hourly chimes are only per config?

Hi, I'm wodering why hourly chime tunes are only set through movement_config.h, instead of being coded in preferences_face? Is there a C language limitation on why was that done this way? It would be cool to be able to change the sound whenever I feel like, instead of having to re-flash the watch.
