I think you could do this, but I don't know what is stored in your bibtex file that points to the webpage, and where you would want to access it from, e.g. from the bibtex file? clicking on a cite link? from the org-ref insert citation menu? A starting point is the org-ref-utils library which provides lots of functions for the key at point.
Because I not only learn from the papers, also the high knowlege value webpags.
So my workflow is:
And I tried config eww/Xwiget to defaut html reader, but they just cann't work with org-ref.
I have no ideas about customise org-ref.
