Support kitchen.yml as well as .kitchen.yml

Since test-kitchen/test-kitchen#1363 (on test-kitchen v1.21.0) kitchen.yml can now be checked as well (and also now preferred by default, albeit cookbooks generated by chef generate cookbook still make the old .kitchen.yml.) The checks for reading and caching kitchen configuration for Emacs should be slightly updated to reflect this.
