If i change VIDEO_LAYOUT_FIT from 'both' to 'height', Google chrome still fills the whole area.
This is problematic on webcams of 4:3 ratio because you will lose quite some top/bottom space if viewed on a (most used today) widescreen panel.

In Firefox the setting is respected - i get black bars left and right, but i can see the whole height of the video stream.

This was tested on Linux, Chrome 47.0.2526.111, Iceweasel/Firefox 43.0.4.

It seems it is working after all. Maybe it was some caching related issue.
