Describe the bug
The "Artifactory Release Promotion" has only a link when logged in as admin. For other users, the menu entry is shown, but there is no link.

To Reproduce
login with normal user:

login with admin user:
image

Expected behavior
Promotion button shall also work for non-admins.

Versions

  • Jenkins Artifactory plugin version: 3.18.12
  • Jenkins operating system: Linux, Jenkins 2.414.2
  • Artifactory Version: 7.55.9

Additional context
Project-based security is used. The users have the "Promote" permission set.

Issue is also addressed for the jenkins-jfrog-plugin at jfrog/jenkins-jfrog-plugin#87.
