用Downloading状态，判断当前的整个客户端的全局下载速度，超过设定值，就暂时退出程序，等待下次程序运行，这样可以避免在大量下载的同时，大量删除。

可以，这其实是一个全局if的机制，在 #9 #21 #39 中都有提到。未来我会加上这个功能。
