Add remove-completed-seeds action

Like the remove-old-seeds action, I would love to see an option to remove seeds with a ratio > 1
The problem I'm currently running into is I have 2 strategies and the free space condition. I tried with the remove-old-seeds or the remove-inactive-seeds action but with my setup, there's always 1 torrent it removes before x time or before the ratio reaches 1, but if I don't seed for at least 48 hours or until the ratio is more than 1 I get a penalty from the torrent site. The torrents change very fast, but there's always a torrent stuck under ratio 1 and it is inactive and the oldest, and I had this as an idea

Thanks for your feedback. Instead of adding a remove-completed-seeds actions, I think it would be better if we provide a mechanism to retain torrents that meet some conditions, for example,

retain: seeding_time < 172800 (48 hrs) and ratio < 1

so you can avoid the penalty.
