Is there a chance to get the CSS being inlined when using the BlueOcean interface?

This was already requested here and here, but since BlueOcean is - for all intents and purposes - dead, I will not work on this feature myself. Pull Requests implementing this, are - of course - welcome, as long as it won't affect current users (read: there needs to be some kind of opt-in, for most flexibility on the ThemeElement level, but a global toggle would also work)
