Add option to skip rotate keypair

What feature do you want to see added?

Hi there. We have 1 use case when we use casc to configure our Jenkins instance (install plugin, job seeding, etc...) . However, we observed that when our Jenkins instance restart, casc will trigger reload on plugin configs, which is not desirable for us.
I think it would be benefical to have option to not regenerate keypair on plugin reload, wdyt? I have drafted a POC also so we can discuss further if interested
