[infra.ci.jenkins.io/packer-images] Azure Credential used by Packer Image builds is expired

While working on [#4124)(https://github.com//issues/4124#issuecomment-2324132874), we discovered that this Azure Credential expired the 09 September 2024.
We do not have any calendar nor PR to remind us about this expiration.

Task list:

• Add an Updatecli manifest to track the expiration date of this specific expiration date -> @jayfranco999
• Deploy the automatic PR, resulting from the task above, which extends the expiration date of 3 months -> @dduportal
• Update the credential on infra.ci -> team
• Ensure packer builds are working again (by releasing the 2.0.0 version) -> team
