Urban100 HR images seem to be bicubic upscalings of the LR images? #8

Hello, from the zip file it seems that HR images of urban100 seem to be bicubic upscaled versions of the LR images.

Simply running bicubic upscaling on the images gives a 97 SSIM.
What's going on?

not here.
