At some point (after a restart, and probably due to some updates) https://github.com/javiplx/puppet-library/blob/master/lib/puppet_library/forge/directory.rb#L102 started giving errors like

Error reading from module archive /var/lib/puppet-library/n4t-nginxn4t-2.4.0.tar.gz: undefined method `force_encoding' for #<String:0x7f20256b8ec8>

actually making unavailable a bunch of published modules.

Just commenting that part worked.
