This idea was already mentioned in the issues #161, but it seems that it got lost over the time.
I would like to reintroduce this as it is something that many users on my server are asking for.
Making an issue out of this to add this to the 0.5.0 milestone.
I have a rough implementation for this already available at https://github.com/MichailiK/MusicBot/tree/feature/attenuation, however there seems to be a bug with JDA 4 that doesn't correctly report when someone starts & stops speaking, so it'll have to be held away for now, until MusicBot finally uses JDA 5.
