Consolidate local and CI tests

Just discovered in #2554 that OTEL tests were not even invoked in CI, because they were only added to test target, but not to test-ci.

We should really rethink how testing is set up, there should not be this divergence between local and CI testing. It's ok to have a more granular test target that does not run all the linters and such, but it should be used by test-ci somehow.
