Set LANG for all the containers #2

By default, LANG in the containers is blank. When I write locale, it reports:

LANG=
LANGUAGE=
LC_CTYPE="POSIX"
LC_NUMERIC="POSIX"
...

These should be fixed to C.UTF-8 for errors reported in iterative/katacoda-scenarios#55 should not occur.
