For example: "Dear members, we are about to enable 2fa. Please set up 2fa on your account."

I submit that one of the reasons this issue isn't resolved is because you haven't specified the existing method in a way that shows where it isn't easy "enough". I found this issue because I know of NO way to email all the members of my project.

Another nudge. This would be extremely useful. The 2FA reason alone. If you have 2FA as a feature, it makes sense to be able to contact your organisation to tell them you're going to set it up, to avoid everyone suddenly finding out and being locked out of their repos ;-)

This workaround may help.

You can use the Discussion function in the Team tab and select "Visible to all organization members." (this is a button under the body areas of the message). You may need to create a team if you don't have one already.

Even adding all (or even some) members of an org to a team is way harder than it needs to be. Holy cow.

Send email to all the members of organization should be easier.

The option to email everyone (members and owners) of an organization should be restricted to owners only.

Another member who arrived here due to 2fa, If you try to force 2fa then GITHUB will simply remove the users from your organization, I'd hate to have to re-add all the members later on.
At a minimum it would be nice if I could email them and let them know in advance.

This feature seems to be something Github should have had from the beginning. Being able to contact everyone in an organization (as an admin/owner) is a fundamental function of organization management.

+1 arriving here for same reason - Enabling 2FA and how do you contact all users ( which is specified in the github recommended guidelines without saying exactly how ) .

Check out this GitHub App. I know we all ❤️ @everyone mentions in Slack, so @helaili figured he would bring you the same joy right in your GitHub org!

With https://github.com/helaili/everyone.app you’ll have a new everyone team gathering all the org members. Oftentimes Org admins are asking about the emails of all the members of an org to communicate with them. GitHub can’t provide these emails, but they can now communicate globally.

Probably flogging a dead horse here, but +1. It would be cool if organisations could request the basic "user:read" scope as part of a user accepting the invite to an organisation. This would allow more transparency and flexibility when managing the users within your organisation.
I guess the "GitHub approved" solution is to get an Enterprise Cloud licenses and to have your team make use of their corporate email address (https://github.blog/changelog/2019-03-25-view-organization-members-email-addresses/). It's fair, we can't really complain about a free product. That being said, this solution doesn't cover private contractors or organisations that operate under a different name from their parent or users bringing their own account.
Would be really cool if this feature (or something that facilitates this) could receive some love.

I hope that every time I create a release, I send an email to all the members of the organization telling them that a new version has been released.
