attach pull request to existing issue

A pull request is its own issue (has the same number), but this isn't possible with an existing issue, so we end up with a PR which says "Merge pull request #64 - fixes issue #63".

You can create PR based on existing issues using a tool called NodeGH.

You just need to type: gh pr --submit zenorocha --repo dracula-theme --issue 63
