Describe the bug
Creating terrain on a newly created scene generates an error and terrain is not displayed until the browser is refreshed.
To Reproduce
Steps to reproduce the behavior:
Create a new scene
View the newly created scene
Draw terrain on scene
Receive error "Uncaught (in promise) TypeError: Cannot read properties of undefined (reading 'set')"
Created terrain is not displayed until browser refresh
Expected behavior
Terrain should display once created

Are there any errors in the console [e.g. press F12 and look for red text]: Yes, see screenshot
Have you tried using Find the Culprit to make sure it isn't a module interaction.: No, recreated the issue in a blank world with no other modules instead.
Additional context
No issue on ETL 10.6.
