Other than doing link directly with it instead of using a new-udelement that would achieve the same thing (with ID) in the end, there's also the fact that the udlink is the only control accepted in udHeader for the navlink.
Should you want to set an ID to be able to reference a specific link in the UDHeader that you'd want dynamic for some reason, it wouldn't be possible.
