toolStrip menu items disappear from designer gui

I've noticed it randomly, but now it happens every time. I have a toolStrip down with drop down menus. the top level item stays, but if I add a menu item in its collection and then add a click event action, the menu item is missing from the gui, but the references in the underlying code are still there. It doesn't give an error and render the form useless, like before, but it does cause more work and possible halt in project.
