make a format for sts/the like preload lists. ones that are auto-grabbed from network scans and ones that are human-added. work out whether IP or hosts are better, take inspiration fromhsts maybe, etc???

Please make it a standard format that is easily consumable to avoid parsing issues.

Mhmm for sure, no weird dodgy annoying parsing. I like JSON.
