backport/for-go-ipfs branch

For changes to go-ipfs-config (e.g. new config options), we need to also cut releases of iptb, which depends on that. However, there have been changes to iptb that go-ipfs hasn't adapted to yet. We still need to update go-ipfs-config in go-ipfs though.

I'm creating the backport/for-go-ipfs branch based off v1.3.7, which is the iptb version currently used in go-ipfs, and apply the go-ipfs-config update there. Version numbers there will be v99.3.8+.
