The parameters for starnames should be determined by on-chain governance, not an IOV SAS controlled multisig account. The cosmos-sdk has on-chain governance natively, so we just need to use it.

In other words, for example, in the genesis file we want to effectively move app_state.configuration to app_state.starname.parms.
