Description

Change log warning when no local snasphot.

Motivation

People may not notice that the local snapshot format changed

Requirements

  1. If no Local snapshot is found then write:
    "No Local snapshot was found. Starting to sync from Global Snapshot. In case you have a local snapshot present it may be in outdated format. See [insert url] for instructions."
