fix(compiler): allow to set custom root directory

What is the current behavior?

It doesn't seem like rootDir is respected as part of Stencils config. As a developer building an unplugin for Stencil I need ot be able to create a stencil config on the fly in a temporary directory and tell the Stencil compiler that the root directory is somewhere else.

What is the new behavior?

If the user provides a Stencil config path to the compiler we respect the rootDir property in there to define the root dir for Stencils compiler
