Show profiles of banned users to moderators

Users without edit-user privileges (like normal moderators) can't view profiles of banned users. However, this would be useful for daily work.

AFAIK there's no permission suitable for this. Maybe we can rename the can-user-subscribe permission, because the users having this permission will be the same? Then we do not need to introduce another permission. Or, alternatively, a new permission for some kind of "global" moderation, see also #1052
