The idea to do this now is to have a clean CI setup for @mosonyi as guidance.

Updates:

add cargo fmt. The next upstream merge will have cargo fmt included, so we can add this now
maybe add cargo clippy. This depends a on the upstream code quality. I am not sure if clippy is used.
move away from legacy rust-toolchain file. This will simplify the cmds to get the all the rust-components installed.
