Describe the need

Bump go-github from v57 to v60

This bump has some breaking changes to fix.

• In V60
  • Turn RequiredStatusChecks Checks and Contexts into pointers google/go-github#3070
  • feat!: Change Hook Config field from map to *HookConfig google/go-github#3073

These changes seem to feature changes and bug fixes but need triage.

• In V59
  • Add suspended as option to AdminService.CreateUser() google/go-github#3049
  • Fix broken CreateOrUpdateRepoCustomPropertyValues google/go-github#3023
• In v58
  • Remove ambiguous fields from AuditEntry google/go-github#3017
