Erroring after rate limit is lifted

I am creating a load of resources and hitting the rate limit, the apply sits there waiting to continue as expected.

If I query the API I can see when it resets, which is 2023-07-24 13:42:54

Indeed, at 13:42:54 the apply continues to run but then after a few minutes, I get the following error dozens of times...

Any idea what is wrong? I am wondering if this is an issue with autolinks, as all the errors are there, but that could just be the order my plan ran in
