Themes: Background Image not working #2392

Summary: I uploaded a JPG/PNG image, and I can see it on the login screen background (as shown in the screenshot). However, when I try to preview my changes, I get the following errors.

Expected behavior: In place of the default login background, the uploaded image needs to be shown.

Actual behavior: Getting this: ERR_NAME_NOT_RESOLVED error
