[Bug] - Changelog Config fails to get fetched

Describe the bug
The config for the changelog does not get fetched by the github action, thus using the default config.

Expected behavior
The changelog config gets fetched

Additional information (screenshots, stack traces, etc.)

Additional context
The changelog is supposed to be created automatically when creating a release, but when doing a release it is failing to generate a proper changelog at the moment.
