The variable CABAL_CONFIG is not used by the Setup.hs build, nor does it work for running cabal in nix-shells.

It's definitely supposed to work for cabal in nix-shell, and it has in the past for me. Though we've already agreed that wrapper scripts are the way forward (at least for now), CABAL_CONFIG not working is probably an issue you should open on https://github.com/haskell/cabal.
