Keep minimum liqudiity request per tribute, instead of per proposal

We want projects to be able to put different tributes for different minimum liquidity requests? e.g. "if we get at least 10k liquidity, we will pay 200$ of tribute. if we get at least 20k, we will pay an additional 500$ of tribute"

To do so, we should keep the requested liquidity per-tribute, and compare that against the entered deployments.
