Telegraf input plugins: caution when using collection jitter and precision override

Describe the issue here.
influxdata/telegraf#7762 will allow users to override collection_jitter and precision for each input plugin. In PR, calls out caution needs to be taken when configuring these fields.

It is possible to shoot yourself in the foot with this, care will need to be taken to avoid have event-style metrics merged in the database.

If can audit any discrepancies between Telegraf Github docs and influxDocs that would be great 👯‍♀️
