Search: Shows 'Unofficial' for Hive Federation, Aslan Hierate

For "Labels" (borders, regions, labels, ...) search API returns SectorTags based on the Sector at the center point of the bounding area (i.e. what goes into the database).

For polities that span many sectors where the "core" is undefined, this is misleading.
