Describe the bug

On the Resources and Initiatives page, once a filter has been applied, the search term query string parameter (?s=) appears in the URL even when no search term has been entered.

For example:

To Reproduce

Steps to reproduce the behavior:

  1. Go to the Resources page
  2. Click on a Topic to select and filter by it
  3. After page load, note ?s= in the URL before all other parameters

Expected behavior

The search term parameter should only appear in the URL when a search term is present.
