[feat] Optimize CD pipeline to use cached assets from feature branches if available

We rebuild everything on deploy even if the cached assets from the feature branch haven't changed from the ones that should be deployed. We should optimize the CD pipeline to deploy built assets from a feature branch if they are the most recent assets to speed up deployment.
