deprecation: allow to limit rules to geometry types

It might be the case (as in openstreetmap/id-tagging-schema#1162) that a tag deprecation is only useful and/or applicable for osm features of a certain type (e.g. only nodes) or "geometry" (e.g. only closed ways).
