[TASK] Allow certain cash flows to be used in dispatch but excluded from NPV calculation

Issue Description

Is your feature request related to a problem? Please describe.

Some users have expressed a desire to be able the motivate the dispatch in a particular direction. This could be achieved by associating cash flows with certain components, but when it comes time to compute NPV, these cash flows are not taken into account.

This might require some thought and discussion because it potentially obfuscates the intended purpose of HERON but could be useful in modeling things like "investor sentiment" and "societal acceptance"

• 4. If the issue is a defect, does it impact the latest release branch? If yes, is there any issue tagged with release (create if needed)?
• 5. If the issue is being closed without a pull request, has an explanation of why it is being closed been provided?
