Describe the bug
When creating a CPS project, if you edit a milestone the milestoneId is lost and you get a tx estimation error when submitting.

To Reproduce
Steps to reproduce the behavior:

Create a project
Add a milestone
Edit the milestone
Attempt to submit the project
