Clinical Data reopen submission - RDPC UI Screen #37

Description

As a program admin, user is able to reopen a submission to update data with new information. This can be done only by program admin and UI for page is as follows.

Exit criteria

  1. User should be able to view page based on the permissions (Program admin / RDPC Admin / DCC admin only)
  2. if the program is pending approval, there should be a Lock sign visible
  3. Program admin should be able to reopen a submission to accomodate for new information
