Add new term End of life care into schema Treatment - treatment_type

13 cases received End-of-life care and are currently registered as having had "No treatment". The program requested to add the term into the allow list.

The program MUTO has further comments:
Regarding the end-of-life treatment type, we believe it would carry more significance than simply stating "No treatment," particularly when information is available. Currently, the data dictionary includes "palliative" as a possible treatment intent. Our available information for end-of-life treatment includes the start and end of treatment, as well as the intent (palliative). However, following internal discussions, if adding the "End-of-life" field to the treatment type proves to be too complex, we are willing to input "No treatment" instead.
