Convert tests to github actions

I think our original tests are on travis and don't work any more... It seems like converting them to github actions as part of fixing them would simplify things a little. It's probably best to do this after the big python3 switchover.

This is actually already done now. Certainly the PRs from the Python3 branches use GitHub actions exclusively.
