It might be wortwhile to have NLCManager use REManager to improve its confidence processing.

One idea we had was in the handling of medium confidence items. Prior to involving the user, we could take the top two choices and invoke the REManager getParameters() processing on them. The results of the parameter matching could be used to increase or decrease the confidence.
