Since my account sevenflash42 was hacked last year, I would like to transfer it's escrow Seeds, and also Hypha and Voice tokens to active account sevenflash12

In more general, we should allow a new voting ballot to handle similar cases

I've heard it's relevant to other people accounts too, therefore measures should be taken to avoid possibility of voting tokens getting into hands of hackers @n13
