Verification should fail if the did document is served from a domain that is not reflected in the keri.cesr events.

I've updated the title to reflect the general solution of reflecting designated aliases in the cesr stream in order to satisfy our equivalentId, alsoKnownAs, redirection, and domain authorization requirements.
